Heat oven to 350°F. Spray 2 to 2 & 1/2-quart casserole with cooking spray. In large saucepan, cook onion and bell pepper in oil over medium heat 5 minutes. Stir in all remaining ingredients except bacon. Pour into casserole. Top with bacon, cutting to fit top of casserole. Bake uncovered 1 & 1/2 hours or until mixture is thick and bacon is cooked.

Tip: Long baking enhances the flavor as the beans absorb all of the juices.
